Canada's Provincial Nominee Programs (PNPs) are one of the most important. and underused. pathways to permanent residence. While Express Entry gets most of the attention, PNPs offer routes to permanent residence for workers, international graduates, entrepreneurs, and semi-skilled workers who may not score high enough in the Express Entry pool on their own.

Every province and territory in Canada except Quebec and Nunavut operates a PNP. Each program is unique, with its own eligibility criteria, streams, and intake processes. This guide covers the major streams by province. For official Government of Canada information, see the IRCC Provincial Nominees page.

How PNPs Work

PNPs can operate in two ways:

Ontario. Ontario Immigrant Nominee Program (OINP)

Ontario is Canada's largest province and its OINP is one of the most active programs. Key streams include:

Ontario does not typically accept unsolicited PNP applications. OINP draws candidates from the pool or requires candidates to register an EOI in specific streams.

British Columbia. BC Provincial Nominee Program (BC PNP)

BC's PNP includes several high-demand streams:

BC uses a points-based registration system. Candidates register their interest and receive a score; BC PNP then invites the highest-scoring candidates to apply.

Alberta. Alberta Advantage Immigration Program (AINP)

Alberta's program focuses on workers who are already employed in Alberta or have connections to the province:

Manitoba. Manitoba Provincial Nominee Program (MPNP)

Manitoba's program is known for being accessible to candidates with lower CRS scores and in a wide range of occupations. Key streams:

Saskatchewan. Saskatchewan Immigrant Nominee Program (SINP)

Saskatchewan has one of the more open programs in Canada:

Atlantic Provinces. Atlantic Immigration Program (AIP)

Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland & Labrador participate in the Atlantic Immigration Program. AIP is an employer-driven program. a designated Atlantic employer must offer you a full-time, non-seasonal job and support your application. Occupations across all TEER levels (0-5) are eligible, making this accessible for a wider range of workers than Express Entry.

Each Atlantic province also operates its own PNP with additional streams for Express Entry candidates, international graduates, and entrepreneurial applicants.

Rural and Northern Immigration Pilot (RNIP)

The Rural and Northern Immigration Pilot targets specific smaller communities across Canada. including Thunder Bay, Sudbury, Brandon, and others. that need workers in particular occupations. Like AIP, it is employer-driven. The advantage is that communities participating in RNIP often have lower competition than major urban centres.

Many candidates focus only on Ontario or BC and miss significant PNP opportunities in provinces with lower score thresholds and faster timelines. Saskatchewan and Manitoba in particular have nominated thousands of candidates who would not have received an Express Entry ITA without a nomination.
